As a rumour of the approaching visit of Lord Howe had reached the Spanish camp, all was in haste to anticipate his arrival, and take the huge fortress before he could succour it. Accordingly the great united fleet of Spain and France, which so lately had paraded in the English Channel, sailed into Algeciras Bay, and on the 13th of September the floating batteries were hauled out by a number of the ships, and anchored at regular distances, within six hundred yards of the English works. Whilst this extraordinary armada was approaching and disposing itself, tremendous fire was kept up from the land, with three hundred long guns and mortars, to divert the attention of the garrison; but old General Elliot was ready with his red-hot balls, and, the moment the floating batteries came within gunshot distance, he poured into them a most destructive fire-hail. The Spaniards, notwithstanding, placed and secured their monster machines in a very short time, and then four hundred cannon from land and sea played on the old rock simultaneously and incessantly. For some time the hot balls appeared to do no damage. The timbers, being of green wood, closed up after the balls, and so prevented their immediate ignition. In other cases, where smoke appeared, the water-engines dashed in deluges, and extinguished the nascent fire. But presently the fire from the batteries slackened; it was discovered that the ballswhich had many of them pierced into the timbers three feet deepwere doing their work. The floating battery commanded by the Prince of Nassau, on board of which was also the engineer, D'Arcon, himself, was found smoking on the side facing the rock, at two o'clock in the day. No water could reach the seat of mischief, and by seven o'clock it had become so extensive as to cause the firing to cease, and to turn the thoughts of all to endeavours for escape. Rockets were thrown up as signals for the vessels to come up and take off the crews. But this was found impracticable. The garrison actually rained deluges of fire, and all approach to the monster machines was cut off. No vessel could draw near, except at the penalty of instant destruction. For four more hours the vaunted floating batteries remained exposed to the pitiless pelting of the garrison. Before midnight, the Talla Piedra, the greatest of the monster machines, and the flagship, Pastora, at her side, were in full flame, and by their light the indefatigable Elliot could see, with the more precision, to point his guns. Seven of the ten floating machines were now on fire; the guns aboard them had entirely ceased, and those on land, as if struck with wonder and despair, had become silent too.

Mr. Villiers's annual motion, brought forward on the 25th of June, was scarcely more successful than that of Mr. Cobden. Lord John Russell still harped upon his fixed idea of a fixed duty. In his view the country suffered not from the Corn Law, but only from the form in which it was administered. He said he was not prepared to say either that the Corn Law should be at once abolished, or that the existing law should be maintained. While such was the feeble policy of the leader of that Whig party which had set up a claim to a sort of monopoly of Free Trade principles, it was no wonder that the country began to look for relief to the Minister who had introduced the tariff of 1842; but Sir Robert Peel as yet moved too slowly to rouse the enthusiasm in his favour of the Anti-Corn-Law League. "There were not," he remarked, "ten reflecting men out of the Anti-Corn-Law League, who did not believe that a sudden withdrawal of protection, whether it were given to domestic or colonial produce, would cause great confusion and embarrassment. In the artificial state of society in which we lived we could not act on mere abstract philosophical maxims, which, isolated, he could not contest; they must look to the circumstances under which we have grown up, and the interests involved. Ireland, dependent on England for a market for her agricultural produce, was a case in point. He was not prepared to alter the Corn Law of 1842, and did not contemplate it. Seeing that Lord John Russell had avowed himself a consistent friend to Protection, and was opposed to total repeal, he thought he was somewhat squeamish in flying from his difficulty, and declining to vote against the motion. As to the Corn Law, the Government did not intend to alter it, or diminish the amount of protection afforded to agriculture." On the division the numbers for the motion were[512] 124, and against it, 330. On the whole, the cause of Free Trade made but small progress in Parliament in this year, though out of doors the agitation was carried on with ever-increasing vigour. As regards Mr. Villiers's motion, the progress made was shown principally in the decrease of the majority against it. In 1842, when he first put the question of total repeal on issue before the House, he had 92 votes, and 395 against him; in 1843 he had 125 votes, and 381 against him; in 1844, 124 votes, and 330 against him.[See larger version]The success of the Scottish courts in sentencing Reformers encouraged the Ministers to try the experiment in England; but there it did not succeed so well. First, one Eaton, a bookseller, of Bishopgate, was indicted for selling a seditious libel, called "Politics for the People; or, Hog's-wash." On the 2nd of April, Thomas Walker, a merchant of Manchesterwas, with six others, indicted at the Lancaster assizes; but Eaton, in London, and these Manchester men, were acquitted. Rather irritated than discouraged by these failures, Pitt and Dundas made a swoop at the leaders of the Corresponding Society, and the Society for Constitutional Information in London; and, in the month of May, Horne Tooke, John Thelwalla celebrated political lecturerThomas Hardy, Daniel Adams, and the Rev. Jeremiah Joyceprivate secretary to the Earl of Stanhope, and tutor to his son, Lord Mahonwere arrested and committed to the Tower on a charge of high treason. No sooner was this done, than, on the 12th of May, Dundas announced to the House of Commons that, in consequence of the Government having been informed of seditious practices being carried on by the above-named societies, they had seized their papers, and he now demanded that a committee of secrecy should be appointed to examine these papers. This was agreed to; and on the 16th Pitt brought up the report of this committee, which was so absurd in its results that nothing but the most blind political desperation could have induced the Government to make it known. The committee found nothing amongst these papers but the reports of the societies since the year 1791, which had been annually published and made known to every one. Yet on this miserable evidence Pitt called for the suspension of the Habeas Corpus Act, and it was accordingly granted, Burkewho now seems to have grown quite politically mad by dwelling on the horrors of the French Revolutionbelieving it the only measure to insure the safety of the country. Windham and others asserted that the mere suspension of the Habeas Corpus Act was hardly[430] sufficient: there required yet more stringent measures. Similar language was held in the Lords, but did not pass without some severe comments from the Duke of Bedford, and the Lords Stanhope, Lauderdale, and Albemarle, who declared that Ministers, instead of suppressing, were creating a veritable reign of terror. The Bill was, notwithstanding, readily passed; and on the 13th of June an Address was carried to his Majesty, expressing the determination of their lordships to punish the men who had been concerned in the so-called conspiracy. Fox and Lambton condemned this course energetically in the Commons, declaring that, if there were any conspiracy, the ordinary laws and tribunals were amply sufficient for their punishment. Fox moved that all that part of the Address which expressed a conviction of the existence of a conspiracy should be struck out, but it was carried entire; and such was the alarm of the country at the reverses of the Allies on the Continent and the successes of France, that far more violent measures would have been readily assented to.

THREE:Prior to the Revolution the sums voted for the Civil List were granted without any specification as to whether they should be applied to the maintenance of the army, the navy, the civil government, or the household. The king got a lump sum for carrying on the government, defending the country, and supporting the royal dignity; and was allowed to apportion it according to his own discretionthe plan most agreeable to an arbitrary monarch. After the Revolution the expenses of the army and navy were separately voted, and the charges for civil government have been gradually removed from the Civil List. At the accession of William IV. these charges were reduced to the amount required for the expenses of the Royal Household, by the removal of the salaries of the judges, the ambassadors, and the Lord-Lieutenant of Ireland, together with a number of Civil List pensions. This fact should be borne in mind in connection with the sums on the Civil List of former Sovereigns. For example: William III., Anne, and George I. had 700,000 a year; George II. and George III., 800,000; George IV., 850,000; William IV., 500,000; Queen Victoria received 385,000. The application was thus limited: Privy Purse, 60,000; household salaries and retired allowances, 131,260; household expenses, 172,500; royal bounty, alms, and special services, 13,200; leaving an unappropriated balance of upwards of 8,000 to be employed in supplementing any of the other charges, or in any way her Majesty thought proper. The Pension List was limited to 1,200 per annum, and the incomes from the Duchies of Lancaster and Cornwall, estimated at 50,000 a year, were secured to the Crown. Economists grumbled about the magnitude of these allowances, and Lord Melbourne was accused of being over-indulgent to the youthful Sovereign; but her immense popularity silenced all murmurers, and the nation felt happy to give her any amount of money she required.The year 1843 opened amid gloom and depression. The newspapers published the fact that the revenue for the quarter ending on the 5th of January, as compared with the corresponding quarter of the previous year, had decreased no less than 940,062, occasioned mainly by diminished consumption of articles used by the industrial classes of the community; and the Times remarked, "It appears to us very clear, whatever our Free Trade friends may say, that any alteration which may be made in the Corn Laws ought not to be made irrespective of financial considerations: we cannot at these times afford to throw away revenue." In the same paper appeared a statement that flour was 30 per cent. dearer in London than in Paris. The Queen opened Parliament on the 2nd of February, and the Speech delivered from the Throne regretted the diminished receipts from some of the ordinary sources of revenue, and feared that it must, in part, be[506] attributed to the reduced consumption of many articles caused by that depression of the manufacturing industry of the country which had so long prevailed, and which her Majesty had so deeply lamented. But it suggested no measure of relief for the people.

THREE:In the manufacture of iron a most material discovery of smelting the ore by the use of pit-coal was made. The forests of England were so much reduced by the consumption of wood in the iron furnaces, that it was contemplated removing the business to our American colonies. This necessity was obviated by the discovery by Dud Dudley of a mode of manufacturing bar-iron with coal instead of wood. This discovery had been patented in 1619, yet, singularly, had been neglected; but in 1740 the principle was applied at Coalbrookdale, and iron thus made tough or brittle, as was wished. Iron works, now not confined to one spot by the necessity of wood, sprang up at various places in England and Wales, and the great works at Rotherham were established in 1750, and the famous Carron works in Scotland in 1760. The quantity of pig-iron made in 1740 was calculated at 17,000 tons, and the number of people employed in the iron trade at the end of this period is supposed to be little short of 300,000.During this time foreign painters of various degrees of merit flourished in England. Amongst these were John Baptist Vanloo, brother of the celebrated Carl Vanloo, a careful artist; Joseph Vanaken, a native of Antwerp, who did for Hudson what his countrymen did for Knellerfurnished draperies and attitudes. He worked for many others, so that Hogarth painted his funeral as followed by all the painters of the day in despair. The celebrated battle-painter, Peter Vander Meulen, Hemskerk, Godfrey Schalcken, famous for his candle-light effects, John Van Wyck, a famous painter of horses, James Bogdani, a Hungarian flower, bird, and fruit painter, Balthazar Denner, famous for his wonderfully finished heads, especially of old people, and Theodore Netscher, the son of Gaspar Netscher, all painted in England in the earlier part of the eighteenth century. Boita painter of French parentageLiotard, and Zincke, were noted enamel painters. Peter Tillemans, who painted English landscapes, seats, busts, roses, etc., died in 1734; and the celebrated Canaletti came to England in 1746, and stayed about two years, but was not very successful, the English style of architecture, and, still more, the want of the transparent atmosphere of Italy, being unfavourable to his peculiar talent.

THREE:The population of Great Britain had thus rapidly increased, and the condition of the people had improved, notwithstanding heavy taxation, and the burden of an enormous National Debt, incurred by one of the most protracted and expensive wars on record, which strained the national energies to the uttermost. How vast, then, must have been the national resources by which all demands were met, leaving the State stronger and wealthier than ever! The extent of these resources is shown in some measure by the amount of our exports. The total declared value of all British and Irish produce and manufactures exported in 1831 was 37,164,372; in 1841 the value of exports had increased to 51,634,623, being at the rate of 38?9 per cent. Another example of the greatly increased commerce of the country is afforded by the returns of shipping. In 1831 the number of ships, British and foreign, engaged in the colonial and foreign trades was 20,573, of which the total tonnage amounted to 3,241,927. In 1841 the number of ships had increased to 28,052, and the tonnage to 4,652,376, giving an increase of 43 per cent. In the former year the tonnage employed in our coasting trade amounted to 9,419,681; in the latter it had increased to 11,417,991, showing an increase of 20 per cent. But other indications of national wealth were referred to by the Census Commissioners of 1841. During the same period the accumulations in savings-banks were very large, and went on increasing. In 1831 there were nearly 500,000 depositors, whose deposits amounted to about 14,000,000. In 1841 it was found that both the depositors and the amount deposited had very nearly doubled. From the[418] proceeds of the property tax, which in 1815 was about 52,000,000, and in 1842 over 82,000,000, an estimate has been formed, in the absence of returns, for the years 1831 and 1841, which sets down the increase of real property during that period as not less than from 20 to 25 per cent. In 1815 the annual profits of trades in England and Wales were assessed at 35,000,000 in round numbers, and in 1841 they had increased to 50,000,000. During the decennial period, 1831-41, legacy duty had been paid upon a capital of about 423,000,000, or more than one-half the aggregate amount upon which the duty had been paid in the thirty-four preceding years. The stamp duties, also, upon probates of wills and letters of administration in the United Kingdom amounted to upwards of 1,000,000, having increased in ten years at the rate of 10 per cent.

THREE:George had arrived in England from his German States on the 11th of November of the preceding year, 1719, and opened Parliament on the 23rd. In his speech he laid stress on the success of his Government in promoting the evacuation of Sicily and Sardinia by Spain, in protecting Sweden, and laying the foundation of a union amongst the great Protestant Powers of Europe. He then recurred to the subject of the Bill for limiting the peerage, which had been rejected in the previous Session. George was animated by the vehement desire to curtail the prerogative of his son, and said that the Bill was necessary to secure that part of the Constitution which was most liable to abuse. Lord Cowper declared, on the other hand, that besides the reasons which had induced him to oppose the measure before, another was now added in the earnestness with which it was recommended. But Cowper was not supported with any zeal by the rest of the House, and the Bill passed on the 30th of November, and was sent down to the House of Commons on the 1st of December. There it was destined to meet with a very different reception. During the recess Walpole had endeavoured to rouse a resistance to it in both Houses. He had convened a meeting of the Opposition Whigs at Devonshire House, and called upon them to oppose the measure; but he found that some of the Whig peers were favourable to it, from the perception that it would increase the importance of their order; others declared that it would be inconsistent in them to oppose a principle which they had so strenuously maintained against a Tory Ministrythat of discountenancing the sudden creation of peers for party purposes; and others, though hostile to the Bill, declared that they should only expose themselves to defeat by resisting it. But Walpole persisted in his opposition, and declared that, if his party deserted him, he would contend against the Bill single-handed. He asserted that it would meet with strong resistance from the country gentlemen who hoped some time or other to reach the peeragea hope which the Bill, if carried, would extinguish for ever.While stirring events were in progress on the Continent, public attention was naturally distracted from home politics; nor were these in themselves of a nature to command enthusiasm. The Russell Government was weak, but the Opposition was weaker. Sir Robert Peel with his little band gave, on the whole, his support to the Ministry, and Mr. Disraeli, on the retirement of Lord George Bentinck, had only just begun to rally the Conservatives, who had been utterly dispirited and crushed by the carrying of Free Trade. Finance was always a weak point with the Whigs, and that of 1848 was no exception to the rule. Urged by the Duke of Wellington's letter to Sir John Burgoyne on the state of the defences, the Chancellor of the Exchequer determined on increasing the naval and military establishments. The result was a deficit of three millions, and no less than three withdrawals and alterations of the Budget had to be made before his proposals could be so shaped as to be acceptable to the House. The next Session was mainly devoted to Irish affairs, the Rate in Aid producing a collision between the two Houses, which was decided in favour of the Lords. In the same year, however, the most important measure of the Russell Ministry became law; the repeal, namely, of the Navigation Act, by which the carrying monopoly was abolished after the retaliation of foreign nations had reduced the principle of reciprocity, upon which Mr. Huskisson's Act had been framed, to a dead letter. Supported by the Canadian demand for liberation from the restrictions of the Navigation Act, Ministers courageously faced the clamour raised by the Protectionists, and carried their Bill through the Commons by large majorities. In the Upper House, however, they snatched a bare majority of ten through the circumstance that they had more proxies than their opponents.
FORE:[See larger version]In September Commodore Sir Samuel Hood captured five frigates, which issued from Rochefort, laden with troops, stores, arms, and ammunition for the French forts in the West Indies. But the most daring feats of bravery were performed by Captain Lord Cochrane, afterwards Lord Dundonald. Early in this year he sent a number of boats up the Gironde, not far from Bordeaux, to endeavour to seize two large brig corvettes, the nearest of which lay twenty miles up the river, protected by two heavy land batteries. The sailors successfully brought away the first vessel, having only three men wounded in the affair; the other corvette lay much higher up the river, but, hearing the firing, it fell down to the assistance of its companion vessel; but the British seamen beat it back, and carried away their prize in the face of crowds of armed militia, and greater crowds of people along the shores. Whilst this daring action was in progress Lord Cochrane was not idle. He attacked with his single frigate one sixteen-gun and two twenty-gun corvettes, and drove them on shore. He then proceeded to Aix, to reconnoitre a strong fleet anchored in the roads, under cover of strong batteries. His little frigate, the Pallas, a twelve-pounder of thirty-two guns, was attacked by a forty-four-gun frigate and three big corvettes, but they were compelled to retire without driving him from his station. He then landed part of the crew of the Pallas, who destroyed some signal-posts which gave notice of all the movements of the British cruisers. One of these signal-posts was defended, but in vain, by a hundred French militia. He next attacked a battery of three thirty-six pounders, and a garrison of fifty men, spiked the guns, blew up the magazine, and flung the shot and shells into the sea. The frigate Minerva, of forty-four guns, and three corvettes, then ran out of harbour with studding-sails and royals set, and commenced a simultaneous attack on the Pallas; but Cochrane soon reduced the Minerva almost to a wreck, and was on the point of boarding her when two other frigates hastened to her aid, and the Pallas, considerably damaged herself, was obliged to haul off. Such were the audacious doings of the British men-of-war in every quarter of the world, and in these Lord Cochrane stood always conspicuous for his unparalleled daring and adroitness.

FORE:The fame of this battle, thus fought without any advantage of ground, and with such a preponderance on the side of the French, produced a deep impression both in Great Britain and France. The major part of the British side was composed of British troops, most of the Portuguese having been sent to Marshal Beresford, and this gave a vivid idea of the relative efficiency of British and French troops. Buonaparte had already satisfied himself that Massena was not the man to cope with Wellington, and Marshal Marmont was on the way to supersede him when this battle was fought, but he could only continue the flight of Massena, and take up his headquarters at Salamanca. With Massena returned to France also Ney, Junot, and Loison; King Joseph had gone there before; and the accounts which these generals were candid enough to give, in conversation, of the state of things in Spain, spread a very gloomy feeling through the circles of Paris.

FORE:Alberoni despatched Don Joseph Pati?o to Barcelona to hasten the military preparations. Twelve ships of war and eight thousand six hundred men were speedily assembled there, and an instant alarm was excited throughout Europe as to the destination of this not very formidable force. The Emperor, whose treacherous conduct justly rendered him suspicious, imagined the blow destined for his Italian territories; the English anticipated a fresh movement in favour of the Pretender; but Alberoni, an astute Italian, who was on the point of receiving the cardinal's hat from the Pope led Charles (VI.) to believe that the armament was directed against the Infidels in the Levant. The Pope, therefore, hastened the favour of the Roman purple, and then Alberoni no longer concealed the real destination of his troops. The Marquis de Lede was ordered to set out with the squadron for the Italian shores; but when Naples was trembling in apprehension of a visit, the fleet drew up, on the 20th of August, in the bay of Cagliari, the capital of the island of Sardinia. That a force which might have taken Naples should content itself with an attack on the barren, rocky, and swampy Sardinia, surprised many; but Alberoni knew very well that, though he could take, he had not yet an army sufficient to hold Naples, and he was satisfied to strike a blow which should alarm Europe, whilst it gratified the impatience of the Spanish monarch for revenge. There was, moreover, an ulterior object. It had lately been proposed by England and Holland to the Emperor, in order to induce him[40] to come into the Triple Alliance and convert it into a quadruple one, to obtain an exchange of this island for Sicily with the Duke of Savoy. It was, therefore, an object to prevent this arrangement by first seizing Sardinia. The Spanish general summoned the governor of Cagliari to surrender; but he stood out, and the Spaniards had to wait for the complete arrival of their ships before they could land and invest the place. The governor was ere long compelled to capitulate; but the Aragonese and the Catalans, who had followed the Austrians from the embittered contest in their own country, defended the island with furious tenacity, and it was not till November, and after severe losses through fighting and malaria, that the Spaniards made themselves masters of the island. The Powers of the Triple Alliance then intervened with the proposal that Austria should renounce all claim on the Spanish monarchy, and Spain all claim on Italy. Enraged at this proposal, Alberoni embarked on extensive military preparations, and put in practice the most extensive diplomatic schemes to paralyse his enemies abroad. He won the goodwill of Victor Amadeus by holding out the promise of the Milanese in exchange for Sicily; he encouraged the Turks to continue the war against the Emperor, and entered into negotiations with Ragotsky to renew the insurrection in Hungary; he adopted the views of Gortz for uniting the Czar and Charles of Sweden in peace, so that he might be able to turn their united power against the Emperor, and still more against the Electorate of Hanover, thus diverting the attention and the energies of George of England. This royal denunciation of the Repeal movement greatly exasperated O'Connell. He had recently submitted a plan to the Repeal Association, recommended by a committee of which he was chairman, for the restoration of the Irish Parliament. In the document containing this plan it was declared that the people of Ireland finally insisted upon the restoration of the Irish House of Commons, consisting of 300 representatives, and claimed, in "the presence of the Creator," the right of the Irish people to such restoration, stating that they submitted to the union as being binding in law, but solemnly denied that it was founded on right, or on constitutional principle, or that it was obligatory on conscience. The franchise was to be household suffrage, and the voting by ballot. It was also provided that the monarch or regent de jure in England should be the monarch or regent de facto in Ireland. This revolutionary scheme was to be carried into effect, "according to recognised law and strict constitutional principle." The arbitration courts which O'Connell had threatened to set up, in consequence of the superseding of magistrates connected with the Repeal Association, had actually been established; and the Roman Catholic peasantry, forsaking the regular tribunals, had recourse to them for the settlement of their disputes.A debate which took place shortly afterwards was characterised by a memorable scene. In the month of January, 1843, Mr. Edward Drummond, the private secretary of Sir Robert Peel, had been shot in the street at Charing Cross, by an assassin, named M'Naughten. The unfortunate gentleman died of the wound, and the wildest rumours agitated the town as to the motive which had prompted the deed. Many asserted that it was a political one. M'Naughten had been seen loitering in Whitehall Gardens, and had followed his victim from Sir Robert Peel's residence in that locality. It was at once rumoured that the Prime Minister was the intended victim. M'Naughten had come from Glasgow, and it was said that when the Queen was in Scotland Sir Robert Peel invariably rode in the royal carriage, and Mr. Drummond in Sir Robert's own carriage. If this were true, it was remarked, the assassin's confidence would have been complete when he saw Mr. Drummond actually leave the house of Sir Robert Peel. Although the assassin was afterwards proved to be insane, the fact, coupled with the political excitement of the time, made a painful impression upon the minds of public men.The conduct of the young king, considering his shyness and the defects of his education, was, during the first days of his sudden elevation, calm, courteous, affable, and unembarrassed. On the ground that his party were in a minority in the House of Commons, Lord John Russell at first declined the honour presented to him; but on a paper being placed in his hands by the Queen, in which Sir Robert Peel promised, in his private capacity, to aid and give every support to the new Ministry in settling the question of the Corn Laws, he undertook the task. There was no amicable feeling between the new and the retiring Minister. Lord John Russell's letter, published a few days before, had excited as much attention for its bitter sarcasm against Sir Robert Peel as for the important change in the Whig policy which it announced. Lord John Russell held communication with the late Government, but through Sir James Graham. It was of importance to him to know more clearly the nature of that support which Sir Robert Peel's memorandum seemed to promise; and he was, therefore, anxious to know what the latter would consider a satisfactory settlement. This proposal, however, to the late Minister to become responsible for the measures of his successors was declined. Sir James Graham communicated to Lord John Russell the information as to the state of the country on which they acted; but Sir Robert Peel, through his colleague, declined to state the details of the measures which had lately been contemplated. Lord John Russell then gave, in writing, an outline of the measures which the new Cabinet would propose, and invited the opinion of the late Minister. Sir Robert Peel, however, still declined to take part in the plans of his opponents; and in a letter to the Queen, on the 17th of December, he stated the constitutional grounds on which he considered it improper that any one, not an adviser of the Crown, should take a part in the preparation of Ministerial measures. Lord John Russell thereupon immediately proceeded with his negotiations with his own party. It soon, however, appeared that the task he had proposed to himself was beyond his power. Earl Grey, who had agreed to take the Secretaryship of the Colonies in the new Ministry, suddenly declared that he would not join any Administration in which Lord Palmerston should hold the office of Secretary for Foreign Affairs. This unexpected accident was regarded by Lord John Russell as decisive. On the 20th of December he communicated the facts to the Queen, and begged to be relieved from the task he had undertaken.It was found that the potato was almost the only food of the Irish millions, and that it formed their chief means of obtaining the other necessaries of life. A large portion of this crop was grown under the conacre system, to which the poorest of the peasantry were obliged to have recourse, notwithstanding the minute subdivision of land. In 1841 there were 691,000 farms in Ireland exceeding one acre in extent. Nearly one-half of these were under five acres each. The number of proprietors in fee was estimated at 8,000a smaller number in proportion to the extent of territory than in any other country of Western[536] Europe except Spain. In Connaught, several proprietors had 100,000 acres each, the proportion of small farms being greater there than in the rest of Ireland. The total number of farms in the province was 155,842, and of these 100,254 consisted of from one to five acres. If all the proprietors had resided among their tenantry, and been in a position to encourage their industry and care for their welfare, matters would not have been so bad; but most of the large landowners were absentees. It frequently happened that the large estates were held in strict limitation, and they were nearly all heavily encumbered. The owners preferred living in England or on the Continent, having let their lands on long leases or in perpetuity to "middlemen," who sublet them for as high rents as they could get. Their tenants again sublet, so that it frequently happened that two, three, or four landlords intervened between the proprietors and the occupying tenant, each deriving an interest from the land. The head landlord therefore, though ever so well-disposed, had no power whatever to help the occupying tenants generally, and of those who had the power, very few felt disposed. There were extensive districts without a single resident proprietor, and when the absentees were appealed to by the local relief committees during the famine to assist the perishing people, they seldom took the trouble of answering the application.
